Course Information
J. Balmer Safety Consulting Services Ltd is an owner-operated company specializing in onsite training & safety consulting.
I have been consulting since 2004, and currently instructs St. John Ambulance First-Aid, CPR, AED, Oxygen Administration, Alberta Safety Council Defensive Driving Course, Professional Driver Improvement Course, All-Terrain Vehicle Rider (ATV) Course, Utility Terrain Vehicle Rider (UTV) Course, TDG, WHMIS, and Portable Fire Extinguisher Training. I also conduct driver assessments and Fit Testing.
Providing group training at your place of business or in a non-institutional setting provides a comfortable and less intimidating learning experience for your staff and promotes camaraderie and better retention of course material.
I have written and administrated safety programs for companies as well as conducted many incident investigations ranging from minor to complex investigations (oilfield spills, tractor-trailer/vehicle collisions, and fires).
I am also a Philips AED (Automated External Defibrillator) Facilitator.
Defensive Driving / Professional Driver Improvement
The Defensive Driving program is a nationally recognized driver improvement program developed by the Canada Safety Council that focuses on the principles and foundations of defensive driving.
This course focuses on the following:
- The driver (dealing more with attitude)
- Dealing with intersections & right of way regulations
- How passing may lead to collisions and related psychology
- Aggressive drivers and how to avoid being one
All student candidates who take the DDC course and pass the knowledge exam with 80% or better and have a valid Alberta Driver’s License will qualify for a 3 point demerit reduction on their license (this must be applied for at any Alberta Registry Office).
ATV (All-Terrain Vehicle)
Whether an all-terrain vehicle (ATV) is used in the workplace or for recreational purposes, safe-riding practices should be followed.
The ATV Rider Student courses are nationally recognized programs developed by the Canada Safety Council, for the benefit of both industrial and recreational ATV operators. All students must provide their own mechanically sound UTV and appropriate riding gear. Students must be prepared for all environmental conditions and therefore dressed appropriately.
This course focuses on the following:
- Safe riding practices and strategies
- Quick stops and swerving
- Pre-ride inspections
- Riding over obstacles
- Personal protective equipment (PPE)
- Traversing hills
- Turning basics
- Sharp turns
- Quick turns
UTV (Utility-Terrain Vehicle)
The UTV Student driver course is a nationally recognized program developed by the Canada Safety Council, for the benefit of both industrial and recreational UTV operators. All students must provide their own mechanically sound UTV and appropriate riding gear. Students must be prepared for all environmental conditions and therefore dressed appropriately.
The Utility Terrain Vehicle Student Rider Course is a 1 day program designed to train the operator in the safe and efficient use of a UTV. This course includes both classroom and practical training, with the greater emphasis on operational skills.
This course focuses on the following:
- Safe riding practices and strategies
- Pre-ride inspections
- Knowing your vehicle
- Personal protective equipment (PPE)
- Practical exercises on Braking, Turning and Straight Line Riding
- Practice Operating on hills and changing terrain
- Discussions on transporting materials
- Loading and unloading materials
- Environmental considerations and issues
Fire Extinguisher
This training assists employees in identifying and reducing fire risks in the workplace. When staff know how to initiate appropriate actions during a fire and recognize individual responsibilities to report fire-related hazards, the risks to staff and workplace are reduced.
Fire extinguishers are mandatory but most people have no skill in how to use one. This training is based on a live fire where the course candidate is faced with changing weather and wind conditions.
This course focuses on the following:
- Initial stages of a fire
- Fire Triangle
- Extinguishers' classifications
- Extinguisher inspections and maintenance
- Extinguisher hardware
- Extinguisher agents
- Extinguisher operation
- Practical application and extinguishing a live fire
First Aid/CPR/AED
Emergency First Aid - CPR A & AED
In this one-day course, students will learn to recognize and provide interventions for life-threatening emergencies until medical aid arrives. Topics include: CPR and choking for adults, shock and unconsciousness, severe bleeding, head & spinal injuries, major medical conditions, and AED training and certification.
Standard First Aid - CPR A & AED
The Utility Terrain Vehicle Student Rider Course is a 1 day program designed to train the operator in This two-day course covers all the skills in Emergency First Aid plus first aid for other injuries and illnesses including head and spinal injuries, fractures of the upper and lower limbs. This course includes Level A CPR training and certification (Adult and 2-rescuer resuscitation) and AED training and certification.
CPR & AED
Cardio Pulmonary Resuscitation (CPR)
People of all ages can suffer heart related issues. From choking to cardiac arrest, the situation is life-threatening and requires swift, effective response. Knowing what to do can save a life.
Automated External Defibrillation (AED)
Automated External Defibrillation (AED) is a life-saving technique that is revolutionizing first aid and pre-hospital cardiac care. St. John Ambulance programs offer a review and practice of CPR skills as well as training in the use of AED equipment.
Respiratory Fit Testing
The objective of fit testing is to ensure an effective seal when using a tight fitting face piece (respirator). Any person who is required to wear a tight fitting face piece during the course of their normal day to day duties, or any person who is required to wear a tight fitting face piece for emergency response activities should be fit tested to ensure an effective seal.
On-Road Driving Evaluations
All aspects of the driving task are assessed and include:
- Physical ability and endurance to handle the vehicle
- Ability to be aware of potential hazards, being aware of the full traffic environment
- Visual/perceptual skills - how effectively you use your eyes, look around when you are driving and are able to take in the information you see correctly, make sense of it and act appropriately
- All responses to the traffic environments - your ability to handle unusual situations, how you handle pedestrians, ability to cope with busy traffic areas or even the expressway
Based on all the information gathered during the evaluation, all information will be interpreted and recommendations based on performance strengths and limitations as well as on driving potential will be provided. A verbal report is provided to the driver and the written report is completed and submitted.

Transportation of Dangerous Goods (TDG)
This course focuses on the following:

- Responsibilities of shippers, handlers and drivers
